Luhansk strike sparks Russian accusations after a deadly attack destroyed part of a college building in the occupied city of Starobilsk in eastern Ukraine, leading to renewed tensions between Moscow and Kyiv. Russian officials accused Ukraine of carrying out a drone strike on a college dormitory in the Russian-controlled Luhansk region early Friday morning. According to Russian authorities, at least 21 people were killed while dozens of others were injured in the incident. The attack triggered strong reactions from the Kremlin, emergency discussions at the United Nations Security Council, and fresh threats of retaliation from Russian officials and pro-Kremlin commentators.
College Building Reduced to Rubble
Russian state television showed images of a heavily damaged five-storey building in Starobilsk, where rescue workers searched through rubble for survivors. A sign on the damaged structure identified the building as the “Starobilsk Professional College.” According to Russian reports, the building was being used as a dormitory for students at the time of the strike. Emergency teams spent several hours searching the debris while survivors were taken to nearby hospitals for treatment. Russia Blames Ukraine for Deadly Attack
Russian President Vladimir Putin strongly condemned the incident and described it as a “terrorist strike.”Putin claimed there were no military facilities or intelligence-related operations located near the college building. He rejected suggestions that Russian air defence systems may have caused the destruction and insisted the attack directly targeted civilians. The Kremlin argued that the strike represented a violation of international humanitarian law and demanded international attention to the incident. Ukraine Denies Targeting Civilians
Ukraine’s military acknowledged carrying out an operation near Starobilsk during the night of 21-22 May but denied attacking a civilian target.In a statement, the General Staff of Ukraine’s Armed Forces said Ukrainian forces had struck a Russian military unit operating near the occupied city.Kyiv insisted the operation targeted military infrastructure connected to Russian forces rather than a civilian dormitory.The conflicting claims from both sides have added further uncertainty to an already tense situation in eastern Ukraine.Independent verification of the exact target and circumstances surrounding the strike has remained difficult because the region is under Russian occupation.

Kremlin Promises Response
After the attack, Vladimir Putin ordered Russia’s defence ministry to prepare possible retaliatory measures.The Kremlin did not immediately provide details about what form any response could take.However, pro-Kremlin commentators and Russian nationalist figures quickly began demanding stronger military retaliation against Ukraine and its European allies.Some Russian political analysts even suggested strikes beyond Ukrainian territory. Sergey Karaganov, honorary chairman of the Council on Foreign and Defence Policy, called for Europe to also face consequences over support for Ukraine. “We need to start punishing Europe for things like this,” he told Russian state media. His comments reflected growing hardline rhetoric within parts of Russia’s political establishment as the conflict continues.
Search and Rescue Operation Ends
Russian emergency officials later announced that rescue operations at the destroyed building had officially ended.Teams spent many hours searching through the collapsed structure before confirming the operation was complete late Saturday. The attack in Starobilsk has become one of the latest flashpoints in the ongoing war between Russia and Ukraine, which continues to produce heavy civilian and military casualties on both sides.
